Consultant international pour l'évaluation du projet YES, Cotonou-Benin

About the role

UNFPA is seeking an International Consultant to lead an independent evaluation of the YES project in Benin for the 2023‑2026 period. The consultant will work closely with national stakeholders, UNFPA staff and rights‑holders to assess implementation, generate evidence for future phases and contribute to evidence‑based policy.

Key responsibilities

• Design the evaluation framework, including theory‑of‑change analysis, evaluation matrix, data‑collection tools and sampling plan.
• Conduct preliminary meetings and document reviews with country office staff and other partners.
• Lead field data collection, stakeholder sampling, site selection and oversee field teams.
• Produce a start‑up report that refines methodology, evaluation matrix and data‑collection instruments.
• Prepare interim and final evaluation reports with findings, lessons learned and recommendations for scaling or next phases.

Required profile

• Proven experience in designing and implementing project evaluations in development contexts.
• Familiarity with UNFPA programmes, reproductive health, gender‑based violence or demographic change is advantageous.
• Strong analytical skills and ability to work independently with diverse stakeholders.
