Consultant international pour l'évaluation du projet YES, Cotonou

About the role

The United Nations Population Fund (UNFPA) is seeking an International Consultant to independently evaluate the YES project implementation in Benin for the period 2023‑2026. The consultant will provide an evidence‑based assessment for UNFPA, national stakeholders and the wider public, and will help expand the factual database for future phases or similar projects.

Key responsibilities

• Lead the design phase, defining the evaluation framework, conducting document reviews, preliminary interviews and stakeholder sampling.
• Analyse the theory of change, refine evaluation questions, develop verification hypotheses and construct the evaluation matrix.
• Define data‑collection methods, sampling strategy, select sites and draft the field work plan.
• Produce a start‑up report that includes the refined methodology, evaluation matrix and data‑collection tools.
• Oversee the field phase, manage data collection, ensure quality control and coordinate with local partners.
• Prepare the final evaluation report, summarising findings, lessons learned and recommendations for future implementation.

Required profile

• Proven experience in conducting independent project evaluations in the development sector.
• Strong analytical skills with the ability to critically assess theories of change and contribution analysis.
• Excellent communication and stakeholder‑engagement abilities, capable of working with UN agencies, government officials and civil‑society groups.
• Commitment to UNFPA values, transparency, ethical standards and high‑quality results delivery.
