Consultant international – évaluation du projet YES à Cotonou

About the role

The United Nations Population Fund (UNFPA) is seeking an International Consultant to independently evaluate the YES project in Benin for the period 2023‑2026. The consultant will provide an objective assessment of project implementation, expand the factual evidence base, and inform future phases or replication elsewhere.

Key responsibilities

• Design the evaluation framework, including stakeholder meetings, document review, and preliminary interviews with country office staff.
• Analyse the theory of change, develop evaluation questions, hypotheses, and an evaluation matrix.
• Define data‑collection methods, sampling strategy, select sites and stakeholders, and prepare a detailed field work plan.
• Produce a start‑up report that refines methodology, evaluation matrix, and tools.
• Conduct subsequent phases of data collection, analysis, and reporting to provide a comprehensive independent assessment.

Required profile

• Proven experience in conducting independent evaluations of development projects.
• Ability to work with national stakeholders, rights‑holders, and UNFPA staff.
• Strong analytical skills to critique theory of change and develop evaluation hypotheses.
• Excellent written communication to produce methodological reports and final findings.
